Full text: Mr. Heng Ratana, Director General of the Cambodian Mine Action Center (CMAC), strongly believes that the meeting between Samdech Thep Thaug, Prime Minister of Cambodia, and Mr. Phumtham Wechayachai, Acting Prime Minister of Thailand, will result in the cessation of the war of aggression and the joint demarcation of a peaceful border.

According to Mr. Heng Ratana’s Facebook page on the evening of July 28, 2025, it was stated that “We strongly believe that the meeting between Samdech Thep Thaug, Prime Minister of the Kingdom of Cambodia, and His Excellency Phumtham Wechayachai, Acting Prime Minister of the Kingdom of Thailand, will result in the cessation of the war of aggression and the joint demarcation of a peaceful border, cooperation and development.”

In the meantime, the two sides, Cambodia and Thailand, have agreed with the witnesses of the ASEAN Chairs, the United States and China as follows:

1. An immediate, unconditional ceasefire that will come into effect at 24:00 on July 28, 2025. This is an important step towards reducing tensions and restoring peace and security.

2. Organize an informal meeting of the military zone commanders (Thai side, Military Zones 1 and 2 and Cambodian side, Military Zones 4 and 5) at 7:00 on July 29, 2025, and continue to organize meetings with the military regiments and attachments, led by the ASEAN Chairman, if agreed by both sides; and

3. Organize a Cambodia-Thai General Boundary Committee (GBC) meeting on August 4, 2025, which Cambodia will host.
